“Black Panther,” Ruth E. Carter

“Mary Queen of Scots,” Alexandra Byrne

This one is totally between Black Panther and The Favourite, both entirely deserving of the prize. But, period European opulent garb has been done before, and won MANY times before, and since I think that Black Panther just has to be awarded with something, I think Ruth E. Carter is just. fucking. has. to. win. This. If only because she gave me a legit Halloween costume for ages to come. Wakanda Forever!!!
